Target state of a meeting's reminders, sent whole rather than as a delta.

The UI is a set of switches, so it always knows the state it wants; expressing that directly keeps cancel and restore as one operation and makes repeated calls harmless.

should_skip_reminders wins over skipped_steps: while it is on, nothing goes out regardless of the list, and the list is preserved so turning it back off restores the earlier per-step choice.
