Update Meeting Reminders
PATCH/v1/lead-meetings/:meeting_id/reminders
Set which reminders this meeting should send, without cancelling the meeting itself.
The body is the target state, not a delta, so cancelling and restoring are the same call and
repeating it changes nothing. should_skip_reminders wins over skipped_steps and also covers
steps added to the config later; the list is kept while it is on, so turning it off restores
the earlier per-step choice.
Delivered reminders are unaffected, and a step whose window opened moments ago may still go out on the current tick.
